Maybe scratch easy and make a "sandbox" mode instead.

Someone like Frankenstein could be a sandbox dude where you just do whatever you want as long as you don't send the locals into the torches and pitchforks zone.

There should be rival mad scientists trying to steal your work and/or discredit you, affecting your funding from other nutcakes maybe like the nations funding dynamic in UFO Terror from Uranus or whatever.
