Why is the state rewarding political parties for past performance?

Why should the state give the Tories money to spend in 2015 based on their performance in 2011? Maybe by 2015 they'll have completely lost the confidence of the voters - so why should they have a financial advantage that reflects past rather than present support?

I'm all for public financing but it should be even across the board.
