I'm not sure you can preload things you haven't paid for.

0 | how do i preload games that are allready out? ive heard that team fortress does a free weekend....but i cant find how to preload it on steam. so anybody know how the hell i do that?~

Preloading is intended to alleviate the sudden rush on the servers when a high-profile new game comes out, thereby saving Valve money.
