Ordered lists are often presented in the media in countdown form, for dramatic effect. Top lists are often, but not always, countdowns.
Lists which do not count down to the most significant item aren't wrong, they're just less suspenseful, because they don't promise greater significance in exchange for your continuing attention.
In some contexts a countdown may be less persuasive than an ascending list, because the countdown presents the least significant, most easily dismissed items before the reader is convinced.
