Dozens of Roma (Gypsies) have arrived back in Romania after being repatriated by France under a controversial policy backed by President Nicolas Sarkozy.

At least 70 Roma left France and hundreds more will follow in the coming weeks after their camps were shut down.

A federal law making it a crime to lie about receiving the Medal of Honor or other military decorations violates freedom of speech, a federal appeals court ruled Tuesday.

Although a Southern California water board member convicted of violating the Stolen Valor Act made "deliberate and despicable" claims that he had received the Medal of Honor, the Constitution prohibits the government from prosecuting someone for merely lying, the Ninth U.S. Circuit Court of Appeals in San Francisco said in a 2-1 ruling.

A federal judge Monday ruled that Missouri laws restricting protests near funerals are unconstitutional.

Missouri legislators passed two laws in 2006 in response to protests at servicemembers' funerals by members of Westboro Baptist Church of Topeka, Kan. The church contends the deaths are God's punishment for the U.S. tolerating homosexuality.

The Supreme Court has allowed a California lawyer-dentist to be fined $20,000 in a case that questioned President Barack Obama's U.S. citizenship.

The justices, in a brief order Monday, declined to stay a federal judge's motion last October against Orly Taitz, an outspoken figure in the "birther" movement.

They call themselves sovereign citizens, U.S. residents who declare themselves above state and federal laws. Many don't register children's births, carry driver's licenses or recognize the court system.

Some peddle schemes that use fictional legal loopholes to eliminate debt and avoid foreclosures.

A few such believers are violent: Two police officers in Arkansas died in a shootout in May after stopping an Ohio sovereign citizen and his son.
